Donna Osborne

Donne Osborne, Marathon’s Compliance Director, has almost twenty years of experience working within the Housing Choice Voucher program. As Administrator, Ms. Osborne handled 2,170 tenants, 900 landlords and maintained an annual budget in excess of $1,000,000. Ms. Osborne is responsible for the compliance and tenant relations at each property for Marathon Development Group and oversees the income certification of all residents to Section 42 (LIHTC), State Housing Agency and HUD requirements. She also monitors monthly reports regarding property operations for all of Marathon’s portfolio.

Ms. Osborne assists with creation and implementation of rehabilitation plans while the properties are occupied. By providing insight to the project team at all stages of the development process, Ms. Osborne is able to ensure all residents have a seamless and comfortable transition during the redevelopment of every property.

Ms. Osborne manages two properties for Marathon, which contain a total of 450 family and senior units. In this capacity her responsibilities include supervision and training of office and maintenance staff, file review, and ensuring that the property operates at a level which exceeds the standards set by investors, regulatory agencies, other stakeholders parties. Finally, Ms. Osborne is Marathon’s Equal Employment Opportunity Manager. In this role, she is responsible for implementing the company’s affirmative action plan.

Ms. Osborne received a Bachelor of Science Degree in Community and Human Services from Empire State College. Ms. Osborne is an Accredited Residential Manager through the Institute of Real Estate Management and is affiliated with the Neighborhood Reinvestment Training Institute, Quadel, and Nan McKay.
